are 2000 licenses valid on 2003?

Hi all,

I have a 2000 server with Terminal Services installed and plenty of
licenses. I recently added a 2003 server, and configured it to look to the
2000 server for licenses.

It came up and told me just now that I have 13 days left on the temporary
license for Terminal Services.

The only reason I can think of is that 2000 licenses are not compatible with
2003? If so, what do I need to purchase, and can I add the licenses directly
to the 2000 TS license server, or do I need to install license server on the
2003 box?
