2000 hangs up on installation

Help I have a IBM Pentium II that was running 98. I tried
to upgrade the software to 98. When I run the setup CD I
get through to the checking perphials and saving section.
The system then reboots and continues this circle for
hours with no end. When I shut the system down and reboot
myself the software starts says 2000Pro is starting up and
then gives me a message " The type of the files is NTFS
Drive\device\hardisk0\partision1 is alreday NTFS". Then we
go through the circle again.

Is there any help on what to do?
