2000 client vpn cannot connect to 2000 server

I tried to connect using a different machine on the same
connection and that doesn't work either. Is there
something going on with my ISP. I have cable and my
speed
is very good. I did a tracert and my hop counts are 15.
Could this be the reason why I'm not getting connected?
What do I need to do?
