I have each of my pages written in English and Japanese. My understanding is
that it is important to be able to link to all of your pages from the
index.html page. This would take up to much space on the index page as I have
70 pages. Is there a good way to get around this? Maybe making the Japanese
side a sub web? Thank you for your help.

Yes
You should create a separate subweb for any additional languages

After creating the subite can I import the other folders to it? Should I
created an index.html page which is already written (change the name)? My
guess is I would have to remake all of the hyperlinks. 400. Ouch! Any further
tips would help out a lot. Thanks for the fast reply Stefan B Rusynko. Also
have ja albums. Forsee any problems there? Thank you much.

Don't Import!
Publish the Root (English) to the Subweb (what will be your other language)
- then open the subweb to edit it

Currently, the site opens with English as idex html page. I want to make the
English the subsite and the opening page to the web site index.html page to
be Japanese. The 2 languages have pages in folders together. A flolder named
Maui has both languages for Maui in that folder. How would I select a page
from a folder and choose to publish it to the subsite?

Create a folder in the root and name if for your language - say en for English
Drag your English pages out of the other folders into that folder (you can create subfolders under that folder)
- Convert that root level folder to a subweb
Alternatively create your subwebs for each language and Publish the whole root web to each subweb
Then in the root and each subweb delete the pages that don't belong to that language
