2 axes chart

I am trying to plot a chart that has 2 axes. I have 2 lines and 1column. I
need one axis to cross at 0 and the other to cross at 50. I can't get the
one to cross at 50 and both lines seem to be following 1 axis. Are there
instructions somewhere as to how to do this? I am working in 2003
