1st party Cookies not accepted even with "accept all" turned on

I am running a website with a shopping cart that uses cookies and recently
IE6 users have not been able to build an order. Last month I moved the site
to a new server, but the domain address is still the same.

- Site uses 1st party cookies only.
- Cookies are set to expire at end of session.
- Works in every other browser tested.
- Does not work in IE6, even with "accept all" turned on and privacy filter
set to low.
- Seems to be blocked by all IE6 users.
- I have created a P3P compact policy, but unsure if I implemented it
correctly.
--- From what I understand, it shouldn't matter since the cookie is 1st party.

Any ideas?
