Problem: I recently got the "1607: Unable to install InstallShield Scripting Runtime" error message when trying to install Virtual PC 2004 on Windows XP.
Solution: Do not encrypt the temp folder for the account that you install software with.
Explanation:
Out of pure paranoia I set my “c:\docuements and settings\Username\local settings\temp” directory to be encrypted. This seemed like a good idea given the fact that my Un-RAR program put copies of files in that directory when I viewed them. My assumption was that any time I decrypted a RAR archive and looked at the contents they would be placed in an insecure format on my drive.
Unfortunately, Virtual PC 2004’s installer must install something using a SYSTEM account or some account without a key to that folder. This caused the install to fail and did not give a clear error message. It was pure luck that I guessed the solution. Since I am able to reproduce the problem and the solution, I figured that it should be posted somewhere.
