16 bit MS-DOS Subsystem plz help

Initially the problem is that my advanced volume control is deleted and my
microphone is muted. According to microsoft i can install it by extracting
the files from the XP disk through command prompt. Whenever i try to run my
command prompt i recieve the message:
C:\WINDOWS\system32\cmd.com
config.nt. The system file is not suitable for running MS-DOS and Microsoft
Windows applications. Choose 'Close' to terminate the application.

I tried following the steps microsoft suggested but I recieved the same
results except the command prompt was spammed with 0s. Please help me either
fix command prompt or somehow reinstall the advanced volume control. Thanks
alot.

just type cmd /fn into th run dialog box --maybe your shortcut/batch script
is stuffed.
