15 mins to get connection to internet

Hello
I recently Installed an IRC server on my local machine, there are no malfunctions with that as far as i know, and i do not think this is the cause of the problem
but sometimes after i shutdown my machine for the night, when i return i appear have an internet connection firewall (or some other thing stopping me). This persists for around 15 minutes, then everything seems ok
This issue only arises in the mornings after i have shut down, and only around 50% of the time

Any Ideas?
