What Service Pack do you have installed?

Ensure your hardware will support drives that large.
Ensure you have SP1a or above for Windows XP installed (SP3 recommended.)

If you don't have at least SP1 installed, do it. The original version
of XP couldn't handle drives as big as yours.

If you are up to date with service packs, then go into the disk
management utility and look around. You should see unused space on the
(physical) drive that you can use to create a new partition.

How did you come to only have a 130GB partition? You should start there...
You can extend that partition using Easeus Partition Master Home Edition
(Free) software if your hardware supports it.

You need two things to support a drive that large:

1. A motherboard with a BIOS and controller that supports 48-bit LBA
(or alternatively, an add-in controller card that does).

2. At least SP1 of Windows XP.
