Is there a surface mount outlet which can be installed on the front of a
computer housing and use the internal 12v power supply?

This is to plug in a transmitter to play MP3s on the computer and send via
FM to a receiver.

I already have the Irock type device, need power.

Mouser is great for small orders that would be impractical with other
vendors since they are willing to use the mails which keeps the shipping
down to a few dollars for small packages.

I don't really know how much current a lighter draws. Most of the larger
power supplies, 450W and up, will put out at least 15A on each of the
12V buses but that might not be enough. If it isn't then PC Power &
Cooling sells a 1kW supply that will put out 60+ A combined on the 12V
buses...

Some automobiles have a 10A fuse for the entire lighter
circuit which includes more than just the lighter in some
cases. Don't have an exact figure but would expect under
8A, might vary per specific lighter/element used.

Many auto parts stores, maybe even Wal-Mart or similar have
had generic lighter sockets in their automotive department.
They simply require a round hole, a ground to the metal body
of the socket, and a positive lead to the stud in the rear
center. If only an MP3 player or similar low current
devices were used then it could be mounted in plastic, but
otherwise a heat resistant mounting would be necessary.

Now this one is really cool. It would fit under my CD bay so I would have
to watch out ejecting some music while the drink holder is full.

In fact it's so cool I'll get one, though I realize I can make one in the
blank bay cheaper. I don't need it for cigarettes.

I installed a cigarette lighter and cupholder on one of mycomputers as a
gag. Well, the lighter works fine! So, you should be able to do what you
want to. The cig lighter fits into a 5.25" bay. Can be found at CompUsa and
Computer Geeks.
