128 Bit Encryption problems

It appears that my Internet Explorer 6.0 is not set up
with 128 bit encryption and therefore I cannot view
certain pages and keep getting messages like so:

Invalid Browser

Are you sure you have ie6? This comes standard with ie6.
Choose Help & About Internet Explorer. This will tell
you your version number & cipher strength.

That site doesn't have anything for IE 6 running on
Windows 98.
My cipher strength is set to 0.
How do I fix it?

Cipher Strength Appears as 0-Bit in Internet Explorer
When you click About Internet Explorer on the Help menu, the cipher strength
entry may be "0-Bit" and you may be unable to connect to secure Web sites.
