1000 errors "..cannot access gpt.ini file"

Hi,

Following advice from a Usenet posting regarding another problem
caused, I think, by renaming the administrator account on a new
installation of W2K Advanced server SP4 I deleted the default domain
GPO and created a new blank one.

I am logging 1000 errors every five minutes: "Windows cannot access
the gpt.ini file for GPO. The file must be present at the location
<>.(). Group policy processing aborted."

I think the permissions are okay, because I can browse to the SYSVOL
share and open the gpi.ini file from both the server and workstations.
Authenticated users have Apply Group Policy as well as read
permissions. The gpt.ini file just has:
[General]
Version =0

I saw a reference to the order of network adapters as a possible cause
- that is not the case here.

I cannot open the domain security policy - getting an error "The
system cannot find the path specified. May not have the appropriate
rights".

I don't mind recreating the default policy if that can be done but
need some assistance as to where to go from here. I saw a reference to
