100 Per Cent CPU utilization

I have an HP Pavilion computer. Its 1.2GHz with 512MB
RAM and an 80 GB hard drive. It has recently slowed down
significantly. When I check the system performance
information (CNTL ALT DEL), it shows the CPU running at
100% utilitzation. I suspect that is why the computer is
running slow. I tried deleting programs, processes, etc
and finally did a low level format of the hard drive,
reformated to NTFS, then loaded a clean copy of my
Windows XP Home. With no other programs loaded and only
running 17 processes, the computer continued to run very
slow and showed a CPU utilization of between 80% and
100%. Does anyone know if this is a configuration problem
I can solve or do you think this is a hardware issue
where some device is broke and hogging resources?

>Sorry about that sounds as if your processor isn't

running at rated speed or BIOS update are my guesses

Task Manager|Processes tab|CPU column| What are the processes called which
take up most CPU time ? System Idle Process should normally be at 99%, not
others. Often, I've found HP drivers to be suspect.

NOt sure, but I a few months ago my computer was barely
working and said 100% use. I downloaded a free program
called Spybot and it detected some 400 different spyware
on my computer. AS I understand it, so many advertisers
were shooting ads at my DSL so fast that it froze my
computer. Removed a ton of them and got a firewall. Now
it runs fast. Firewalls are a bit of a hassle too!
Restrict you from alot of stuff, but my computer works!
