Get Multires from www.entechtaiwan.com and lock the referesh rate to
100hz.

First off, get the latest monitor inf file for your monitor.
Then make sure you've updated to the latest ATI drivers.
Then do the refresh rate change in display properties.

Games themselves will not change refresh rate.
you need to go into display properties
and set the refresh rate for each resolution.

Some do, but they are not meant to. As I said previously, if one uses
Multires they can lock refresh rate to whatever they want and it will
stay that way in games and for desktop display. That's why the Omega
drivers include Multires in the download. It is not a problem for me
though because I want 60hz across the board for my LCD.

Get Refresh Force, run it once and never worry about your refresh rates
until you update drivers.

Access the ATI Displays tab (Display properties -> Advanced...) - there
you can click the "Monitor" button* and simply select to get what you
choose in Desktop mode.
