100% CPU usage when connected to the web

Good day everybody.

I have had this problem from some time now.
As soon as I connect to the web via a DSL modem my
computer slow down considerably.
I found out by looking in the task manager (tab processes)
that when I start my computer, 99% of the CPU usage is
within SystemIdleProcess.exe and that it is shared
whenever I use a program and back when finished.
However, as soon as I connect to the web, these 99% are
allocated to system32.exe and this one does not share
anything which slow down my computer as well as my printer.
When I "end process" on system32.exe, everything is back
to normal.
The problem is that I have to go through this everytime I
start my computer.
My question is how do I prevent system32.exe to even load
in the processes and what could be the consequences if I
do that.

Hi John,

Thank you for your answer.
I did run the anti-virus and Adware but it did not really
help.
Got rid of a few ad/spy-ware and did not had any virus.
Still looking.

System32.exe is not a windows program. It is a subdirectory of the Windows
directory, but not an executable that is included with Windows. So the
naming of the exe is very suspicious to start with, almost certainly malware
of some kind. Doing a search through online virus databases came up with
several hits of different viri that use this exe name. You almost certainly
have a virus of some kind. It may have compromised an antivirus scanner
running locally, or you may not have the most current virus definitions
downloaded. You could try an online virus scanner (there are some free ones
by the bigger vendors), and make sure your virus definitions are completely
up to date.
