1 out of 5 Outlook PCs are not sending task requests for a public folder

I have one pc out of 5 that appears to send a task request (goes to
Outbox), but the recipient of the request never receives the request
to accept/decline, instead the Task shows up assigned to the recipient
without the recipients/assignee's input. Please help.
