1 IE6 Window at a time

I have a user that can only have 1 IE window open at a time. When he tries
to open another IE window, click on a link, right click on a link and say
"Open in another window", etc, the previous IE window closes. I've tried all
the normal stuff (reboot, temp files, searched MS support website, etc), but
I'm not having any luck.
