1.8" hard drive problems

Hey guys,
I recently bought a 1.8" Hitachi hard drive. I also got a Macally
USB enclosure. My problem is, whenever I try to plug in the hard drive
it takes about 15 minutes to "autoplay" and then finally shows up in my
computer. (the whole while spinning and clicking" After it shows up
though, browsing files on the drive is VERY slow. I cant format it
because it takes too long to get the format window to load.
I have a AMD 2200 processor with 1GB ram running Windows XP pro.
Any help would be greatly appreciated!

P.S. It is a 40GB HD that only shows up as 14
