First recognize that a 'watermark' is nothing more than a graphic that is
anchored in the header

behind the text. The Watermark dialog makes it easier to create that, but
it's straightforward to do it with just the picture tools.
Use the Watermark dialog to create the first (whole page) watermark. Then
open the Header pane, which will let you click to select the watermark
object. Resize it to fit on a half page and drag it to the middle of one of
the half pages. Copy that, paste to get a second copy, and drag the copy to
the other half page.
