"Windows Defender was unable to complete the update": 0x8024002b

Why is this happening? I have allowed Defender thru Windows OneCare
Firewall, tried to reinstall, unistall twice, look on the fix web sites and
made changes thru DOS prompt, and still I get this error message!
Any help & suggestions will be greatly appriciated.
