You have not provided much information, such as version of Outlook. Did
Outlook work before? When did this start happening?
You'll want to doublecheck your email configuration. In the box that says
"email user name" you must enter your entire email address, not just the
username. Make sure you are using the correct POP3 & SMTP servers. Check your
ISP website for the details.

Do you have antivirus configured to scan incoming and outgoing email? This
could be the problem. You don't need to scan mail, you can disable this part
without compromising your security. Your real time scanner will catch things
as long as it's updated regularly. Note that you may have to uninstall your
AV and then reinstall and configure it properly at that time not to scan
incoming/outgoing email.

Version of Outlook? Type of server? Type of account? Complete and exact
text of the error message?
