0x800CCC0e unable to connect to server hotmail plus account

I am running Outlook 2003 and have Hotmail Plus subscription but getting the
above error for 3 days now when I send/recieve mail. Nothing comes in or
goes out. I have tried detect/repair, deleting and setting up a new account,
changed profiles but nothing seems to help.
