The usual suspect is security software. Check your services to see if there's
a Norton email scanning service and stop the service. Try sending/receiving
again. If that allows it, then disable the service. If not, you may have to
uninstall, reinstall Norton and omit configuring the integration with
Outlook.
Even uninstalling Norton may not be enough, check the Symantec site since
they will have further information on how to do this. A regular uninstall
doesn't always work the way you think it *should* when it comes to antivirus.
Also, make sure your firewall specifically allows outlook.exe.
PS Creating a new Windows profile is a pretty drastic solution and rarely
resolves issues with Outlook.
