hi, i have that error, ive tried:

To activate this fix, follow these steps:
Quit Outlook.
Click Start, and then click Run.
In the Open box, type regedit, and then click OK.
Locate, and then click to select the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Office\Outlook
After you select the key that is specified in step 4, point to New on the Edit menu, and then click DWORD.
Type UseInetcommCS, and then press ENTER.
Right-click UseInetcommCS, and then click Modify.
In the Value data box, type 1, and then click OK.
On the File menu, click Exit to quit Registry Editor.

downloading the "fix it for me" and it says its not for my system version... di like to get some help within this issue.

In the Microsoft Support article you used it suggests that if the problem was not solved you should "contact support"

http://support.microsoft.com/kb/827349#FixItForMeAlways

Which antivirus are you using? See

http://support.microsoft.com/kb/813518

I believe that you can also get this message if you have a large email waiting in your Inbox that is TOO large to fully download.

System Spec
