My ISP was no help with the problem… they said it was a Microsoft issue. I
have Outlook 2007 on Windows XP… I am at my office which has cox.net as the
server although my ISP provider is ATT.net. I can send emails ok, but when I
try to receive it (with Outlook) it times out and gives me this error code:
0x8004210A. It says I should check for service pack updates so I ran all the
updates and still get the same ol same ol… Any ideas? Thanks so much!

You need to authenticate to whatever outgoing server you're using.

If you mean check the box that says require password using secure password
authorization, I've tried that (both ways... checked and unchecked)
