0x800106ba PROBLEM!! Windows Defender-PLEASE HELP!!!

I've seen so many postings rehashing the same old problem and there is
-every- version of it except mine here, which leaves all of the solutions
totally useless, unfortunately. PLEASE help if you can. Here's the story
New laptop
Windows Vista Basic (Defender cannot be uninstalled, thanks a lot Microsoft)
sterted it up 1st time, uninstalled free trial Norton
Installed McAfee
Defender kept saying there was a problem and restarting my computer endlessly
Went into setup and restored (figured since no restore point had even been
made yet, this would be back to the original setup)
Looked like it worked, McAfee gone, Norton back
Tried to use Norton trial until I bought 2007 version, couldn't do it
(program there but not being recognized)
Since restore, Defender keeps saying there is the 0x800106ba problem but
computer works
I put pointer over Defender in Toolbar and it says "run blocked program" as
1 of the options, I move the cursor over to see what program it is and it
says "McAfee Install"
Go to Search and deleted every McAfee leftover I could find
Now Defender isn't in Toolbar anymore and won't execute when I click on it
in programs, but instead gives me the error message "0x800106ba, etc."
everytime.
It also gives this message at startup every time.
What do I do to get rid of this and have Defender work again, since
Microsoft can't let me decide whether to delete it on my own

Since this is a new Vista system and personal data is probably not an issue,
rebuild your system and start over. Do not install any form of anti-virus
until you have applied all available Vista updates. Take a Restore Point and
proceed.

You could try this.

Go to Control Panel (Classic View) > Windows Update. Click on Change
Settings. Choose "Never check for updates (not recommended)". Un-check the
box under "Recommended updates". Click on Okay.

Go to Control Panel (Classic View) > Windows Firewall. Click on Change
Settings. Choose "Off (not recommended)". (Apply, OK).

Try starting Windows Defender (Start Menu\Programs). If it starts, click on
the down-arrow to the right of the Help icon, and choose "Check for
updates". Let Defender check and download the update.

If Defender does not open, or if it opens, but doesn't download the update,
go to http://www.microsoft.com/security/portal/

Under "Latest Definition Updates", choose your operating system type, 32-bit
or 64-bit, and try the manual download. Note here the instructions
pertinent to Vista: http://www.microsoft.com/security/portal/ADL.aspx#top

Hoping this works, but either way, re-enable Windows Firewall and put your
Windows Update settings back the way they were.
