Matt,

I had the same thing happen to me (except on my Server).
Follow all the articles like Jerry suggested, if they
don't help then try my approch (NOT GUARANTEED TO WORK).
I called MS and tried w/ them for 1/2 a day as well.

My issue was that the blue bar got about 1/2 to the
startup and gave me the bsod with the 7B error. When I
booted into the win2000 setup, recovery console, it
didn't let me in because it couldn't find %windows%. Now,
I moved my hard drives to another win2000 computer, and
it said the drive was unformated or damaged. I ran some
file recovery software and it was pretty much saying that
my disk contents were there. I ran my HD diagnostics on
the disk (through/extended), no errors.

So what I needed to do was rebuild my partition table. I
found these guys and this is what I used.
http://www.partition-recovery.com/
It was $30 and well worth it (if it didn't work I was out
$30). It saved me from Rebuilding: Actual server, Active
Directory (DC), Exchange, & SQL Server.

I though I would share my experience.

Ryan
